The Development Set

It is 33 years old, yet, still true to today. I saw that in my former boss's office years ago, and, again today in the class of "Poverty, Economic Development, and Health" and very much would like to share it with you all.

"Adult Education and Development" September 1976

Excuse me, friends, I must catch my jet
I'm off to join the Development Set;
My bags are packed, and I've had all my shots
I have traveller's checks and pills for the trots!

The Development Set is bright and noble
Our thoughts are deep and our vision global;
Although we move with the better classes
Our thoughts are always with the masses.

In Sheraton Hotels in scattered nations
We damn multi-national corporations;
injustice seems easy to protest
In such seething hotbeds of social rest.

We discuss malnutrition over steaks
And plan hunger talks during coffee breaks.
Whether Asian floods or African drought,
We face each issue with open mouth.

We bring in consultants whose circumlocution
Raises difficulties for every solution --
Thus guaranteeing continued good eating
By showing the need for another meeting.

The language of the Development Set
Stretches the English alphabet;
We use swell words like "epigenetic"
"Micro", "macro", and "logarithmetic"

It pleasures us to be esoteric --
It's so intellectually atmospheric!
And although establishments may be unmoved,
Our vocabularies are much improved.

When the talk gets deep and you're feeling numb,
You can keep your shame to a minimum:
To show that you, too, are intelligent
Smugly ask, "Is it really development?"

Or say, "That's fine in practice, but don't you see:
It doesn't work out in theory!"
A few may find this incomprehensible,
But most will admire you as deep and sensible.

Development set homes are extremely chic,
Full of carvings, curios, and draped with batik.
Eye-level photographs subtly assure
That your host is at home with the great and the poor.

Enough of these verses - on with the mission!
Our task is as broad as the human condition!
Just pray god the biblical promise is true:
The poor ye shall always have with you.

လူသားခ်င္းစာနာေသာ အလွဴရွင္မ်ား

လူမႈကူညီေရး လုပ္ငန္းမ်ားကို လုပ္ေဆာင္ဖို႔ ရန္ပံုေငြ လိုအပ္ပါတယ္။ ဒီရန္ပံုေငြေတြကို ဘယ္က ရပါသလဲ။ အၾကမ္းဖ်ဥ္း ေလးမ်ိဳး ခြဲျခားႏိုင္ပါတယ္။

1. Individual donors (တစ္ဦးခ်င္း အလွဴရွင္မ်ား)
2. Private foundations/ Philanthropic organizations (ပုဂၢလိက ေဖာင္ေဒးရွင္းမ်ား)
3. Bilateral donors (ႏိုင္ငံ တစ္ခုခ်င္းအလိုက္ အလွဴရွင္မ်ား)
4. Multilateral donors (ႏိုင္ငံတကာ စုေပါင္း အလွဴရွင္မ်ား)

တို႔ျဖစ္ၾကပါတယ္။

1. Individual donors

တစ္ဦးခ်င္း အလွဴရွင္မ်ား ဆိုတာကေတာ့ နာဂစ္ျဖစ္တုန္းက တစ္ရာတန္သည္၊ ႏွစ္ရာတန္သည္ ကိုယ္တတ္ႏိုင္သေလာက္ လွဴၾကတဲ့ ခင္ဗ်ားတို႔ ကြ်န္ေတာ္တို႔လို အလွဴရွင္မ်ိဳးေတြေပါ့။

2. Private foundations

ပုဂၢလိက ေဖာင္ေဒးရွင္းေတြ ဆိုတာကေတာ့ သူေဌးေတြ ဖြဲ႔ထားတဲ့ လူမႈကူညီေရး အသင္းအဖြဲ႔ေတြ ျဖစ္ပါတယ္။ အေမရိကားမွာ နာမည္ႀကီးတာေတြ ကေတာ့ ဖို႔ဒ္ေဖာင္ေဒးရွင္း (Ford Foundation) ဂိတ္စ္ေဖာင္ေဒးရွင္း (Bill and Melinda Gates Foundation) စတာေတြျဖစ္ပါတယ္။

3. Bilateral donors

ႏိုင္ငံ တစ္ခုခ်င္းအလိုက္ အလွဴရွင္မ်ားဆိုတာက အလွဴရွင္ႏိုင္ငံ တစ္ႏိုင္ငံက အျခားႏိုင္ငံ တစ္ႏိုင္ငံကို တိုက္ရိုက္လွဴဒါန္းတာမ်ိဳးပါ။ ဥပမာ - အေမရိကန္ ႏိုင္ငံက ျမန္မာႏိုင္ငံကို မုန္တိုင္းဒဏ္ခံ ေဒသအတြက္ ဆန္ေတြ လွဴတာမ်ိဳးကို ေခၚပါတယ္။ ပစၥည္းလွဴတာျဖစ္ႏိုင္သလို ေငြေၾကး လွဴဒါန္းတာလည္း ျဖစ္ႏိုင္ပါတယ္။ ဒီလို အကူအညီေပးတဲ့ အစုိးရ လက္ေအာက္ခံ ဌာနေတြကို ၾသစေတးလ်ႏိုင္ငံမွာဆိုရင္ AusAid (The Australian Government's overseas aid programme) အဂၤလန္ႏိုင္ငံမွာဆိုရင္ DFID (UK Department for International Development) အေမရိကန္ႏိုင္ငံမွာဆိုရင္ USAID (United States Agency for International Development) နဲ႔ ဂ်ပန္ႏိုင္ငံမွာ ဆိုရင္ JICA (Japanese International Cooperation Agency) စသျဖင့္ ေခၚေ၀ၚၾကပါတယ္။

4. Multilateral donors

ႏိုင္ငံတကာ စုေပါင္းအလွဴရွင္မ်ား ဆိုတဲ့ အထဲမွာေတာ့ ႏိုင္ငံ တစ္ခုထက္မက ပါႏိုင္သလို ပုဂၢလိက အသင္းအဖြဲ႔ေတြလည္း ပါႏိုင္ပါတယ္။ အထက္မွာ ေဖာ္ျပထားတဲ့ အမ်ိဳးအစား (၂) နဲ႔ (၃) ကို ေရာစပ္ထားတာပါ။ ဥပမာ - GAVI (The Global Alliance for Vaccine Initiative) ဆိုရင္ ပုဂၢလိကေဖာင္ေဒးရွင္းေတြ၊ ဖြံ႔ၿဖိဳးဆဲ ဖြံ႔ၿဖိဳးၿပီး ႏိုင္ငံေတြ၊ ကုလသမဂၢအဖြဲ႔အစည္းေတြ (WHO & UNICEF) နဲ႔ ကမာၻ႔ဘဏ္ အျပင္ ကာကြယ္ေဆး ထုတ္လုပ္သူ စီးပြားေရးလုပ္ငန္းရွင္ေတြပါ ပါ၀င္ၾကပါတယ္။ ေနာက္ဥပမာ တစ္ခုကေတာ့ ဂလိုဘယ္ဖန္ (Global Fund for AIDS, TB, and Malaria) အဖြဲ႔ ျဖစ္ပါတယ္။

အလွဴေငြ ရရွိတဲ့ ေနရာေတြ အမ်ိဳးမ်ိဳးကြဲျပားသလို အလွဴေငြ ေတာင္းခံပံုေတာင္းခံနည္း စည္းမ်ဥ္း စည္းကမ္းေတြကလည္း ကြဲျပားေၾကာင္း သတိခ်ပ္ပါ။ အေသးစိတ္ သိလိုပါက သက္ဆိုင္ရာ အဖြဲ႔အစည္းရဲ႔ ၀က္ဆိုဒ္မ်ားမွာ သြားေရာက္ ေလ့လာႏိုင္ပါတယ္။

ျပည္သူ႔က်န္းမာေရး လုပ္ငန္းေတြ အေကာင္အထည္ေဖာ္ရာမွာ “အတိုင္းအတာ” ဟာအေျခခံက်ေပမယ့္ မၾကာခဏ လ်စ္လ်ဴရႈခံရတတ္ပါတယ္။ တစ္ခါတစ္ရံမွာေတာ့ “ငါတို႔က ေစတနာနဲ႔ လုပ္ေပးေနတာပဲ၊ ၿပီးေရာေပါ့” ဆိုၿပီး တစ္လြဲ ဆံပင္ေကာင္း တတ္သလို။ တစ္ခါတစ္ရံမွာေတာ့ “တို႔ေနရာ ေဒသ အေျခအေနနဲ႔ ဒီေလာက္ပဲ ရမွာပဲ အရမ္းတိက်ခ်င္ေနလို႔ ဘယ္ရမလဲ” ဆိုၿပီး လက္ေလ်ာ့စကား ေျပာတတ္ၾကပါတယ္။ ဒီ့အျပင္ “မင္းတို႔ ႏိုင္ငံျခားက သင္လာတာေတြနဲ႔ ဒီႏိုင္ငံမွာ မကိုက္ဖူး” ဆိုတဲ့ လြယ္အိတ္ေတြလည္း ေတြ႔ရတတ္ပါတယ္။ ဒါတင္မက လုပ္ငန္းတိုးတက္မႈကို လာေရာက္ စစ္ေဆးတဲ့ အဖြဲ႔ေတြကိုလည္း “လာၿပီး ရစ္ေနသူေတြ” လို႔ ျမင္တတ္ၾကေသးတယ္။

သူဆိုလိုတာက “တိုင္းတာလို႔ မရဖူးဆိုရင္ တိုးတက္ေအာင္လည္း လုပ္လို႔ မရပါဘူး” တဲ့။ တိုတိုနဲ႔ အင္မတန္ ထိမိတဲ့ စကားေလးပါ။ ရူပေဗဒ ဘာသာရပ္မွာ အလ်ား၊ အခ်ိန္၊ အပူခ်ိန္၊ အေလးခ်ိန္ေတြကို တိတိက်က် တိုင္းတာလို႔ ရေနတာကိုး လို႔ ေျပာမယ္ဆိုရင္ေတာ့ ေျပာပါေလ။ က်န္းမာေရး ကိစၥေတြမွာ တိုင္းတာရ ခက္တာေတြကလည္း အမ်ားႀကီး ရွိေနတာကိုး။ ဥပမာ အေနနဲ႔ ေျပာရမယ္ ဆိုရင္ စိတ္ညစ္တာကို ဘယ္လိုတိုင္းၾကမလဲ။ ငါးမူးဖိုး စိတ္ညစ္တယ္၊ တစ္က်ပ္ဖိုး စိတ္ညစ္တယ္ လို႔ ေျပာမလား၊ ေသေလာက္ေအာင္ စိတ္ညစ္တယ္လို႔ ေျပာမလား။ စာေမးပြဲ တစ္ခုတည္းကို အတူတူက်ၾကတဲ့ သူငယ္ခ်င္းႏွစ္ေယာက္မွာ တစ္ေယာက္ကေတာ့ ဘာမီတြန္ေသာက္သတ္ေသတယ္၊ တစ္ေယာက္ကေတာ့ လက္ဖက္ရည္ဆိုင္ အထိုင္မပ်က္ဘူး ဆိုရင္ ဘယ္လို ေျပာမလဲ။ ဒီလိုဆိုလိုက္လို႔ စိတ္ညစ္တာကို တိုင္းလို႔ မရဘူးလို႔ေတာ့ မထင္ေစခ်င္။ Psychometrics လို႔ေခၚတဲ့ စိတ္ပိုင္းဆိုင္ရာ အေျခအေနေတြကို တိုင္းတာတဲ့ နည္းလမ္းေတြ သံုးရင္ စိတ္ညစ္တဲ့ ပမာဏကို သိႏိုင္ပါမယ္။

နီးစပ္တဲ့ ဥပမာေလး တစ္ခုနဲ႔ ေျပာခ်င္တယ္။ ခုခံအားက်ေရာဂါ ကာကြယ္ေရး စီမံခ်က္ တစ္ခုကို အေကာင္အထည္ေဖာ္တယ္။ ေငြေတြ သိန္းသန္း ခ်ီၿပီး သံုးတယ္။ အခ်ိန္လည္း ၃-၄ ႏွစ္ေလာက္ ၾကာသြားၿပီ။ ဘာအက်ိဳးရွိသလဲလို႔ေမးလိုက္ေတာ့ … လက္ကမ္းစာေစာင္ ဘယ္ႏွစ္ေစာင္ ေ၀ပါတယ္၊ ပညာေပး အစီအစဥ္ ဘယ္ႏွစ္ႀကိမ္လုပ္ပါတယ္၊ တက္ေရာက္သူ ဘယ္ႏွစ္ေယာက္ ရွိပါတယ္ ဆိုတဲ့ အေပၚယံ ကိန္းဂဏန္းေတြေလာက္ပဲ ေျပာႏိုင္ၿပီး ျပည္သူလူထု က်န္းမာေရး အတြက္ ဘယ္ေလာက္ ထိေရာက္သလဲ ဆိုတာကိုေတာ့ မျပႏိုင္ဘူး ဆိုရင္ျဖင့္ စိုင္းထီးဆိုင္ သီခ်င္းထဲက စာသားကို ျပန္ေျပာခ်င္တယ္ .. “ .. ဘယ္ေလာက္ပင္ ေခြ်းထြက္ပါေစ အေရြ႔ မရွိရင္ အလုပ္ မျဖစ္ဘူး ..”

ဟုတ္ပါတယ္။ ေသေလာက္ေအာင္ တြန္းေနေပမယ့္ ကိုယ္တြန္းေနတဲ့ အရာက တုတ္တုတ္မွ မလႈပ္ဖူးဆိုရင္ေတာ့ ေခြ်းၿပိဳက္ၿပိဳက္က်ရံုမက ႏွလံုးေလဟတ္ၿပီး မတ္တပ္က လဲသြားေတာင္ “အလုပ္” မျဖစ္ပါဘူး။ ဒါကိုမွ ကြ်န္ေတာ္၊ ကြ်န္မတို႔က တစ္ေန႔ကို ဘယ္ႏွစ္နာရီ တြန္းပါတယ္၊ ေခြ်း ဘယ္ႏွစ္ဂါလံထြက္ပါတယ္၊ ေခြ်းအစားထိုးဖို႔ ဘီယာ ဘယ္ႏွစ္ကပ္ ေသာက္ရပါတယ္၊ ၀န္ထမ္း ဘယ္ႏွစ္ေယာက္ကို ေဆးရံုပို႔လိုက္ရပါတယ္ ဆိုတဲ့ ကိန္းဂဏန္းေတြ ေလ်ာက္ေျပာေနမယ္ဆိုရင္ လူရယ္စရာျဖစ္ပါမယ္။ ဒီသာဓက ဟာ စာရႈသူအျမင္မွာ သိသာေပမယ့္ ျပည္သူ႔က်န္းမာ စီမံခ်က္ေတြမွာေတာ့ အခုေလာက္ မသိသာလွပါဘူး။ တကယ့္ကို ထဲထဲ၀င္၀င္ မ်က္စိရွင္ရွင္နဲ႔ ေလ့လာမွ သိႏိုင္ပါမယ္။

ျပည္သူ႔က်န္းမာ လုပ္ငန္းေတြ စီမံခ်က္ေတြဟာ ျပည္သူေတြရဲ႔ က်န္းမာေရး အေျခအေန တိုးတက္ေကာင္းမြန္လာေစဖို႔ ရည္ရြယ္ၾကတာပါ။ အင္မတန္ မြန္ျမတ္ပါတယ္။ ဒီမြန္ျမတ္တဲ့ ရည္ရြယ္ခ်က္အတိုင္း ျပည့္မွီသလား မျပည့္မွီဘူးလား ဆိုတာကို စီမံခ်က္ေတြမွာ ပါ၀င္ အေကာင္အထည္ေဖာ္ေနသူေတြ အေနနဲ႔ ေသေသခ်ာခ်ာ တိုင္းတာဖို႔ လိုပါတယ္။ ကိုယ္ဘာကို ရခ်င္လို႔ လုပ္ေနသလဲ ဆိုတာကို သိကို သိရပါမယ္။

ဒီေနရာမွာ ႀကံဳလို႔ ကိုယ္ေတြ႔ အျဖစ္ေလး ေျပာျပခ်င္ပါတယ္။ နာဂစ္ျဖစ္အၿပီး ရြာတစ္ရြာကို ေရာက္သြားေတာ့ ေဆးလာကုတဲ့ အဖြဲ႔တစ္ဖြဲ႔နဲ႔ ဆံုပါတယ္။ ပါ၀င္တဲ့ ဆရာ၀န္ေလးေတြကို စကားစျမည္ ေျပာရင္း ဒီလို ရြာစဥ္လိုက္ၿပီး ေဆးကုတာ ဘယ္အခ်ိန္ေလာက္အထိ လုပ္မွာလဲလို႔ စာေရးသူက ေမးလိုက္ပါတယ္။ ဆရာ၀န္ေလး ျပန္ေျဖတာက “ဒါကေတာ့ စီမံခ်က္ မန္ေနဂ်ာ သြားခိုင္းေနသေရြ႕ သြားေနမွာပါ” တဲ့။ အဲဒီဆရာ၀န္ေလး အေနနဲ႔ ကိုယ္လုပ္ေနတဲ့ အလုပ္က ဘာအတြက္ လုပ္ေနတာလဲ ဘယ္အခ်ိန္အထိ လိုအပ္သလဲ ဆိုတာကို သိပံုမေပၚပါဘူး။ အလွဴရွင္ရွိလို႔၊ အလွဴေငြေတြ ရေနလို႔ လိုက္ၿပီး ေဆးကုေနတာလို႔ ယူဆတယ္ ဆိုရင္ေတာ့ စိတ္မေကာင္းစရာပါပဲ။

ျပန္ၿပီး အႏွစ္ခ်ဳပ္ရရင္ ေအာင္ျမင္တဲ့ စီမံခ်က္တစ္ခုျဖစ္ဖို႔ အတိုင္းအတာဟာ အေရးႀကီးပါတယ္။ အနည္းဆံုးေအာက္ထစ္ အေနနဲ႔ တိုင္းတာဖို႔ လိုတာက စီမံခ်က္ မစမီ အေျခအေနနဲ႔ စီမံခ်က္ ၿပီးဆံုးၿပီး အေျခအေန ႏွစ္ရပ္ပါ။ ဒါမွလည္း မိမိရဲ႔ စီမံခ်က္ေဒသမွာ နဂိုရွိရင္းစြဲ အေျခအေနကေန တိုးတက္လာသလား၊ ဆုတ္ယုတ္သြားသလား ဆိုတာကို ႏႈိင္းယွဥ္ၿပီး သိႏိုင္ပါလိမ့္မယ္။ တိုးတက္လာတယ္ ဆိုရင္ေတာ့ ဒီလို တိုးတက္မႈဟာ ကိုယ့္စီမံခ်က္ လုပ္ငန္းေတြေၾကာင့္ တိုးတက္တာလား၊ သူ႔အလိုအေလ်ာက္ တိုးတက္ေနတာလား ဆိုတာကို ဆက္ၿပီး ဆန္းစစ္ရပါမယ္။

ျပည္သူ႔က်န္းမာ စီမံခ်က္ေတြကို တိုင္းတာရာမွာ အသံုးျပဳႏိုင္တဲ့ အေျခခံ ကိန္းဂဏန္းေတြအေၾကာင္း ဆက္လက္ ေဖာ္ျပပါဦးမယ္။
